If one action is a means to bring about a result, does it then mean the use of signs was developed to bring action?
Three kinds of “action makers”? -- imitation born out of likeness, physically connect indication to force attention, and symbols associated with their meanings through usage (like my words here).
To be successful a sign/symbol/action maker must be able to be repeated and understood in this repetition in addition to being able to be connected with previous experience.
For a sign/symbol/action maker to be understood, it must have a previous experience to be related to as our new knowledge, our new experience, our new action, needs this previous understanding to contextualize what is new.
Anything that startles us forces our attention and becomes a sign.
The letters to create the word FLY when put together F-L-Y then create a symbol for action, of a moment, of a though, of an experience.
F-L-Y likeness, index, symbol
F-L-Y analogous sensation, physical connectivity, idea creation
F-L-Y is universal

group socializes symbol
individual recognizes symbol
individual regurgitates symbol
symbol is reproduced and grows and
becomes a new symbol
